Is panhandling illegal?

Panhandling is not illegal; it is protected as free speech under the First Amendment. Panhandling can be illegal if the individual is blocking you or the roadway or harassing you in some fashion. If you witness or experience aggressive panhandling, call 911 and provide a brief description of the individual and their location.

Who panhandles?

Not all individuals soliciting money are experiencing homelessness. Some individuals panhandling are in need of money for food and other critical services. Some individuals panhandling use the money to buy alcohol and drugs Some of the stories shared by individuals soliciting money are not true. Some panhandlers operate as part of organized panhandling rings

Why donate to Non-Profits versus directly to panhandlers?

Many people may not realize that donating to agencies dedicated to helping people in need such as churches, shelters and food banks may be a better way to help the homeless versus providing individual contributions. These organizations work to address the root causes of poverty and homelessness with programs and services to help individuals. Giving money directly to the individual will not benefit that individual long-term
