Apply for Excavation And Obstruction Permits

The mission of Engineering Department is to deliver the City’s substantial volume of design and construction projects in an expeditious, cost-effective manner while maintaining the high degree of architectural, engineering, and construction quality.

The Engineering Department administers many capital improvement projects involving the City’s infrastructure, including storm and sanitary sewers, school construction, roadways, sidewalks, bridges, parks, City building facilities, street lights, energy performance and mechanical systems. In addition to managing design and construction of Engineering Department projects, the Department has undertaken the management of many capital projects for other departments, including the Board of Education, Land Use, Police Department, Fire Department, Public Safety, Parks and Recreation Department, and Facilities Management.

The Department prepares and administers design of many public improvement projects “in house,” with the majority of Board of Education and larger transportation projects utilizing professional consulting architects and engineers.

Furthermore, the Engineering Department supports internal customer relations (citizens services), permit issuance, public inquiries and maintain and update all engineering records.

When do I need to obtain a street opening (excavation) permit?

It is the policy of the City of Stamford, Office of Operations, that all Contractors must obtain a Street Opening Permit for any excavation work within any City of Stamford street or right-of-way. This applies to any type of excavation work being done within actual street or outside the street but within the right-of-way.

What information is required to obtain a street opening (excavation) permit?
1. The request number issued by Call Before You Dig.
2. An excavation plan showing the location and extent of work to be done.
  
  Note staging and plans must be submitted with the application for approval. All traffic control measures in the plans must conform to Part VI of the Manual on Uniform Traffic Control Devices.
3. A written description of the location and type of work to be done.
4. Permit fee $250.00 per road segment, $500.00 per road segment if the road has been paved in the last 5 years. (Make checks payable to the CITY OF STAMFORD)
  
  If street is recently paved or reconstructed within the last 5 years, special permission must be given by the Director of Operations.

5. A current Certificate of Insurance of the types and amounts specified.

6. A Surety Bond posted with the City of Stamford for the amount of 100% of the construction cost within property of the City of Stamford. A detailed cost estimate must be provided to substantiate the bond value. NOTE: MINIMUM BOND $2,000.00 for a period of 2 years. Bonds are permit specific, blanket bonds are not accepted.

7. Nearest intersection and approximate distance or number and distance from nearest utility pole must be indicated.
8. A schedule for construction showing dates and times must be submitted to the City Engineer for approval.

What type of permit do I need when replacing a driveway apron or sidewalk?

You are required to apply for an excavation permit when replacing a driveway apron or sidewalk, since this work involves cutting into the City’s Right-Of-Way (ROW). The only time an obstruction permit would be applicable for driveway work is if you are only resurfacing the driveway behind the property line and not going to be touching the City’s ROW.
