The Stamford Community Development Office (SCDO) administers federal assistance for Stamford's neighborhoods. For nearly 50 years SCDO has delivered United States Department of Housing and Urban Development (HUD) funds to qualifying neighborhoods for housing, public improvements, economic development and public services through projects and programs approved by the Mayor and the Housing/Social Services/Community Development Committee of the Board of Representatives and the Board of Representatives.

SCDO makes loans and grants to community groups and housing owners. Federal programs emphasize reinvestment in our community infrastructure--streets, sidewalks, housing. Funds are also provided to organizations that foster the development of people: day care, employment training, and programs for special needs populations.

HOME Application Process?
The City of Stamford makes available its annual allocation of funding from the United States Department of Housing and Urban Development (HUD) under their HOME Investment Partnerships Program. Owner occupants may apply for funds at any time during the year. Funds are also available for rental projects or new development which enter a competition and are rated relative to City priorities:
- Highly leverage the HOME funds with private investment. This may be in the form of owner/sponsor cash and in-kind, equity and private financing or contributions.
- Expand the housing stock or preserve endangered existing housing.
- Use of HOME funds for housing user groups which are in great need and have been disproportionately served by previous housing programs. Currently, critical need exists for 2+ bedroom units.
- The maximum available amount is $20,000 per unit, loaned for 30 years with no interest or principal due until the end of the loan.
