East Side Pedestrian Safety and Mobility Project

Background

This project is broken down into three phases due to scope and funding allocations.

1) Construct new pedestrian ramps to full ADA compliance at the following locations in the “Civil War Roads” area

In addition, we will be making the intersections of Lincoln and Sherman and Grant and Sherman into all-way stops and painting crosswalks across all four sides of the intersections

2) We plan on upgrading the existing uncontrolled crosswalks crossing East Main St at Grant Ave and Seaton Rd with RRFBs, ADA compliant Curb Ramps, and pedestrian refuge islands. This requires approved from the Connecticut Department of Transportation.

3) Sidewalk upgrades on Lawn Ave

Below is some background outlining our transportation planning process for this project and why we selected this project to pursue:

The Census Tract that this project is located in, 218.02 is a federally designated Historically Disadvantaged Community, so we want to direct infrastructure funding to areas that have been historically neglected by transportation investment and improvements

10% of households in this census tract do not own a car, so upgrading and improving the pedestrian infrastructure here is vital to ensuring residents can get around

7% of residents in the census tract have some sort of disability, so improving the ADA compliance of the sidewalk network will improve the quality of life for these residents, but also for parents with strollers too
East Main Street is a high crash corridor with high speeds, so we want to reduce crashes and speeds on this road
Filling in sidewalk gaps improves pedestrian safety and mobility and Lawn Ave is home to a CTTransit route, so the sidewalk will improve access to the bus
