Background

Recommended by the City of Stamford Master Plan, the Stamford Bicycle and Pedestrian Master Plan, and the South End Neighborhood Plan, the Lower Atlantic Street Reconstruction Project will transform Lower Atlantic Street (Atlantic Street between Dock Street and Washington Blvd) into a Complete Street.

The primary transportation recommendation for the South End Neighborhood Plan is to Analyze and invest in strategic upgrades to transportation infrastructure and management to 1) improve traffic congestion and parking and 2) accommodate the growing number of residents and workers with infrastructure that supports walking, biking, and buses. Additionally, the plan calls to upgrade South End streetscape design and lighting to improve safety, bring people out, connect the different districts of the South End, create lively commercial areas, and increase the percentage of trips people make on foot, on bike and transit.

The City Master Plan's number 2 recommendation is to "Improve vehicular circulation along Atlantic Street". This project is a direct result of the recommendation of these plans.

Goals

The project first and foremost is meant to increase safety. Additionally, mobility will be enhanced by creating safe and comfortable pedestrian and bicycle routes. The project includes several components to enhance safety and mobility including:

Rebuilt sidewalks
New pedestrian level lighting
Right sized travel lanes
Bump outs
New crosswalks
Street trees
Two-way curb protected cycle track
On-street parking
Enhanced transit stops
Shortened crosswalks
