Planning and Zoning

Who are we?
Planning and Zoning is a division of the City of Stamford’s Land Use Bureau. Planning and Zoning has three professional planners and administrative staff and provides technical support to the Zoning and Planning boards as well as Zoning Board of Appeals.

What do we do?
Planning and Zoning has six main tasks:

Staff reviews applications for Zoning Map and Text changes, Special Exceptions and Site Plan Review for approval by the Zoning Board
Planning and Zoning processes applications for variances and Special Exceptions for approval by the Zoning Board of Appeals
Together with the Planning Board, Planning and Zoning staff drafts the Master Plan keeps it updated and reviews subdivision applications. Staff also prepares the first draft of the City’s Capital Budget that is then reviewed and approved by the Planning Board, the Mayor, the Board of Finance and the Board of Representatives.
Planning and Zoning plans, with input from communities and other stakeholders, for the future for the City of Stamford, to create and maintain places were people want to live, work, play and conduct business through plans for specific neighborhoods or areas such as parks.
Staff updates the City’s Zoning Regulations [link to zoning page] to make sure development in Stamford meets the changing needs of its residents.
Planning and Zoning provides data and planning information [link to Planning Information] to allow residents and other stakeholders informed participation in all aspects of planning for Stamford’s future

Who do we work with?
Planning and Zoning is at the crossroads of many decision making processes and therefore interacts with many City Boards and Agencies as well as State and regional stakeholders. Homeowners and developers contact us when they want to apply for a change to the Zoning Map or Zoning Text, or if the need Site Plan approval, a Special Exception, or variance.

Communities and the public at large are an important partner in planning for the Stamford’s future and we strive to work as closely as possible with you.

Zoning Enforcement/Permits

Who are we?
Zoning Enforcement and Permits is a division of the City of Stamford’s Land Use Bureau Zoning Enforcement and Permits has three licensed zoning inspectors who review plans and inspect construction sites.

What do we do?
Zoning Enforcement and Permits has two main tasks:

It reviews building plans for conformance with the City of Stamford’s zoning regulations, and issues zoning permits as part of the building permit process.
It enforces the City’s zoning regulations and addresses complaints about zoning violations.

Who do we work with?
Zoning Enforcement and Permits works with homeowners and developers who want to build a new house or structure, or who want to expand or change a building. It works with residents who have complaints or concerns about potential Zoning Violations.

When should you contact us?
You should contact us when you need or have questions about a Zoning Permit, which is required for new construction and many types of alterations to buildings.

Geographic Information Systems (GIS) centrally manages, shares and analyzes information about locations through specialized mapping technology. This information provides critical data to decision makers, increases transparency and enhances city operations.

The City of Stamford’s GIS division provides computer mapping, geographic / analytic support and maintenance of geographic information layers such as tax parcels, zoning, and addresses.

Community Development

The Stamford Community Development Office (SCDO) administers federal assistance for Stamford's neighborhoods. For over 42 years SCDO has delivered United States Department of Housing and Urban Development (HUD) funds to qualifying neighborhoods for housing, public improvements, economic development and public services through projects and programs approved by the Mayor and the Housing/Social Services/Community Development Committee of the Board of Representatives and the Board of Representatives.

SCDO makes loans and grants to community groups and housing owners. Federal programs emphasize reinvestment in our community infrastructure--streets, sidewalks, housing. Funds are also provided to organizations that foster the development of people: day care, employment training, and programs for special needs populations.
